Broken fender

Lasted one year. Heard metal sound. Found metal plate between rubber and fender rolled between tire and fender. Plate broke in half still attached to fender on ends of plate Plate was rusty and most of nibs from rubber were pulled away. Not sure where very small screws holding it on went. Mounting holes of lower fender are snapped off on one side.
